PHOENIX Contributes to the Portuguese “Green Pact” for a Sustainable Future

In late October 2022, the PHOENIX Project had a significant opportunity to make a valuable contribution to the first version of the Portuguese “Green Pact” (Novo Pacto Verde or NPV).
This document serves as a testament to Portugal’s commitment to addressing climate and environmental challenges, outlining a strategic investment plan for the nation’s environmental transition over the long term.
Giovanni Allegretti, the PHOENIX Project’s Principal Investigator (PI), was invited to provide insights on Mission 2 of the Green Pact, which focuses on “Citizens active and empowered for an ecological and fair transition”.
This mission aims to empower citizens and integrate strategies for their participation in environmental initiatives. The invitation was extended by the New Green Pact Mission Unit, established by Order No. 3926/2023 on March 29, consisting of representatives from government ministries, academics, and associations. Their goal is to identify priority areas for investment and propose a long-term vision for each area through a participatory process that seeks to gain widespread societal and political support for its implementation.
The PHOENIX Project emphasized the critical need for a clear focus on civic participation processes within Mission 2. Such processes are vital for citizens to feel engaged and involved in crafting solutions for a just ecological transition. By discussing compensation and incentives that facilitate citizens’ commitment to changing habits and lifestyles, PHOENIX aimed to enhance the Green Pact’s effectiveness.
Furthermore, PHOENIX called for innovative approaches to public engagement, urging the government and the Assembly of the Republic to go beyond traditional consultation methods and public hearings. They advocated for the construction of a multi-channel and multi-level/multi-scale participatory system that engages citizens of all ages in continuous discussions about how to formulate and implement a just transition. Such an endeavour would require a strong impetus and investment of resources.
The New Green Pact is set to undergo additional phases throughout the year, with PHOENIX having the opportunity to further impact the process. As the pact continues to evolve, it promises to play a significant role in Portugal’s commitment to addressing climate and environmental challenges while actively engaging its citizens in the process of building a sustainable future.
